Steve Crout, Senior Policy Advisor

Steve is a well regarded smart cities policy analyst who works with the Council to navigate the interactions between municipal, state and federal government policy and initiatives. As Chairman of the Council’s Policy Task Force, Steve manages the Council’s efforts to support it partners and advisors in advancing the smart city agenda nationally.

Before joining the Council, Steve was the vice president of Government Affairs at Qualcomm. In that role, his work led to the introduction of smart cities legislation in Congress that was endorsed by multiple federal and state organizations. He also drafted the "smart technology" provision, which earned wide support for inclusion in upcoming infrastructure legislation. 

He actively participated in developing federal policy for key environmental issues, including climate change, conflict minerals, TOSCA reform, critical minerals protection, Energy Star, EPEAT, electronics recycling and Li-Ion batteries. He also help developed policy for federal cybersecurity and IoT security legislation and regulation.
