Every smart city eventually arrives at the same reckoning. It can sense traffic before it stalls, balance its own power grid, predict where infrastructure will fail before it does. And still, none of that answers the one question a truly intelligent city has to be able to answer: what is happening to the human beings living inside it?
Not simply how long they're living. Rather, how well they are living.
Whether they can think clearly, move freely, recover from stress, stay economically productive, feel genuinely connected to the people around them, and wake each day with enough capacity to actually live the life they're building, not just maintain it.
This is not a new question. Versions of it have occupied scientists, philosophers, and entire civilizations for a very long time. What's new is not the question. What's new is that the world may finally be arriving at the framework required to answer it. And just this summer, we watched that arrival happen at the scale of an entire nation.
In June, the United Arab Emirates established a dedicated Longevity Authority in Dubai, and it is worth noting what makes that announcement different from what came before it. Elsewhere in the region, extraordinary capital has already been committed to longevity science, much of it focused on accelerating the biotechnology and therapeutics that could one day slow or reverse aspects of biological aging. That is genuinely valuable work, and it deserves recognition as an early, important signal.
Dubai did something broader. Rather than anchoring its ambition to any single lever, biotech, drug development, or clinical innovation, the new Authority was framed around a mandate spanning the economy, healthcare, human capacity, and the systems that govern daily life. It is, by a meaningful margin, the most comprehensive statement any government has yet made about longevity, not as a scientific frontier, but as a governing philosophy. Where earlier efforts asked how do we extend life through innovation, Dubai's framing asked something closer to how do we design a society, in full, around human vitality.
That is the right question. It is also, right now, a question without an answer key.
Because here is what I have watched happen, again and again, at the highest levels of government and industry: the vision arrives before the instrument to execute it does. Dubai has, in effect, said we want to bring the economy, human health, healthcare systems, and civic infrastructure into one coherent conversation about vitality. That is a remarkable thing for a government to say out loud. But saying it and acting on it, measurably, are two different accomplishments. Comprehensive ambition without a shared framework tends to stay exactly that: ambition. Multiple departments, sectors, agendas, each still speaking different languages, and still lacking a common way to assess where they actually stand or what to do next.
This is precisely the gap the Healthspan Model™ was built to close. Not because the aspiration was missing, but because the instrument for acting on it was.
Think about how a good clinician actually approaches a person's health. It never begins with a treatment plan. It begins with an intake: gathering the subjective, what a person reports and experiences, alongside the objective, what can be measured and observed, to understand the full picture of what's actually happening inside a body shaped continuously by the world around it, the air, the food, the light, the stress, the relationships, everything that becomes biology over the course of a life. Only once that intake is complete does a real plan of action become possible.
A city deserves the same discipline. Before any government, however comprehensive its ambition, can build systems that support human vitality, it needs its own intake, a way to honestly assess where the conditions for human capacity already exist and where they don't.
That is what Human Longevity Global and Smart Cities Council have built together, and what we're introducing this year as part of the Smart Urban Readiness Assessment, or SURA. Informed by our Healthspan Index™, the new Healthspan pillar gives a city exactly this kind of intake, examined across three interconnected domains- People, Planet, and Systems- to answer a version of the same question a comprehensive government mandate like Dubai's is now asking at scale: are the conditions that build human capacity being designed on purpose, or simply assumed?
The value of an honest intake is that it turns a sweeping vision into something actionable. A city doesn't need to solve every dimension of human vitality simultaneously to make real progress. It needs to know, specifically, where it stands, so the plan that follows is built on evidence rather than aspiration alone.
And the case for building that plan now, rather than waiting for a longer horizon to arrive, is not just a moral one. Economists Andrew Scott, Martin Ellison, and David Sinclair, writing in Nature Aging, calculated that a single additional year of healthy life expectancy is worth roughly $38 trillion to the U.S. economy. That number holds regardless of a city's political timeline. A more capable population is not only the right investment for the world we leave seven generations from now. It is a measurably better investment for the world we're building this year. Those two horizons were never actually in competition. We have simply lacked, until now, a shared way to design for both at once.
What Dubai has done is name the destination more completely than any government before it. What SURA offers is the map. Between the two sits the same question every city, corporation, and community will eventually have to answer, whether intentionally or by default: are the human beings inside our systems becoming more capable, or less?
For the first time, cities have a way to find out on purpose. That, more than any single technology we could build, is what an intelligent city actually is.
