Smart Cities Council (SCC) is pleased to welcome Phil Ward as an SCC Professional Member and Thought Leader focused on Smart City Delivery and Urban Resilience, strengthening the Council’s expertise in translating ambitious technology and urban transformation strategies into practical, deliverable outcomes.
Phil will also contribute to SCC Advisory, with particular focus on Technology Services and Public Sector advisory, supporting cities, governments, developers and organisations navigating the increasingly complex intersection between technology, infrastructure, resilience and major programme delivery.
From Smart City Vision to Successful Delivery
Cities and communities globally are investing in increasingly ambitious programmes intended to improve sustainability, resilience, safety, mobility, public services and quality of life.
The challenge is no longer simply identifying what technology can do.
A critical challenge is ensuring that ambitious strategies can be translated into integrated, procureable and operationally effective programmes that deliver the outcomes originally intended.
Phil brings more than three decades of international consulting, infrastructure, technology and complex programme delivery experience, with a particular focus on the UK and Middle East.
A Chartered Civil Engineer and Fellow of the Institute of Strategic Risk Management, his career has included senior roles and advisory assignments with organisations including BAE Systems, Atkins, AGT International, Honeywell, Mace and Devoteam.
His experience spans infrastructure, technology, Safe Cities, Smart Cities, critical infrastructure protection and major programme delivery.
Connecting Technology, Infrastructure and Delivery
A recurring theme throughout Phil’s career has been working at the interface between client organisations, consultants, designers, contractors, systems integrators and technology providers.
His focus is on helping clients translate strategic objectives and operational requirements into practical programmes that can be procured, integrated, delivered and operated successfully.
In the Middle East, Phil has worked directly on major Smart City and technology programmes, including Diriyah Gate and Qiddiya in Saudi Arabia, as well as significant Safe City and critical infrastructure programmes in the UAE.
His experience also includes providing strategic advice on smart and cognitive city programmes, developing delivery strategies, undertaking independent peer reviews and supporting the procurement and delivery of digital infrastructure and Smart City systems.
Building Safe, Resilient and Sustainable Places
Phil’s wider professional interest is increasingly focused on a fundamental question:
How can cities successfully integrate infrastructure, technology, risk and resilience to create places that are safer, smarter, more sustainable and better prepared for future challenges?
Through Ward Advisory Group, Phil provides independent strategic advice to governments, developers, technology providers, investors and infrastructure organisations seeking to translate ambitious visions into practical, deliverable outcomes.
His work spans strategic advisory, infrastructure modernisation, urban innovation, strategic risk, urban resilience, critical infrastructure protection and major-project delivery assurance.
He is also continuing postgraduate study in Strategic Risk and Crisis Management, with a particular interest in the effective use of technology to support urban resilience.
Supporting SCC Advisory
As part of his involvement with Smart Cities Council, Phil will contribute experience and insight to the Council’s growing Advisory capability, particularly within its Technology Services and Public Sector areas.
SCC Technology Services helps organisations access independent expertise to assess, procure and implement technology solutions, while its Public Sector advisory work supports government organisations across areas including transformation, smart-city planning, technology adoption and implementation.
Phil’s client-side and delivery experience complements these capabilities, particularly where organisations need to move beyond strategy into procurement, programme mobilisation, integration and successful implementation.
From Thought Leadership to Practical Outcomes
Phil will also contribute to SCC’s wider thought-leadership activities.
His focus will be on practical questions facing cities and major urban developments, including:
- Why smart-city strategies frequently struggle during implementation.
- How client organisations can create stronger delivery capability.
- The relationship between Safe Cities, Smart Cities and urban resilience.
- How technology can strengthen the resilience of infrastructure and communities.
- How governments and developers can manage the interfaces between infrastructure, technology and operations.
- How lessons from major and giga-project programmes can be applied to cities and communities internationally.
The objective is to bring together strategic thinking and practical delivery experience, helping move the smart-cities discussion from what might be possible to what can actually be delivered.
Strengthening SCC’s Global Knowledge and Advisory Network
Phil’s appointment supports Smart Cities Council’s continuing development of a global network bringing together cities, governments, technology leaders, investors, solution providers and specialist practitioners.
His contribution will provide an additional perspective centred on the practical realities of delivery: connecting client ambition with infrastructure, technology, resilience and implementation.
Smart Cities Council welcomes Phil Ward to its Professional Member and Thought Leader community and looks forward to his contribution across SCC’s thought leadership, Advisory activities, events and global network.
