A joint committee which had representation from the state government and the ministry of civil aviation, received nine requests for qualifications (RFQ) of which GVK, GMR, Hiranandani Developers with Zurich airport and Tata Realty with MIA infrastructure of France were selected. However, the consortium led by Hiranandani Developers was disqualified last month as the home ministry rejected its RFQ on security grounds. Thus, now three consortia are left in the race to bid for the development of the R16,000 crore airport project.
Sanjay Bhatia, vice-chairman and managing director, Cidco, said the RFQ process was over and the project has reached request for proposal (RFP) stage. “We will be going to the PMIC (project monitoring and implementation committee) and to the Cabinet in 10 days and will be giving the RFP documents to the three qualified bidders. They will get about five months to make their bid,” Bhatia said on the sidelines of 3rd Smart Cities Council summit, in Mumbai. The one who will give the largest share of the gross revenue earned from the airport to Cidco will ultimately emerge the partner for the airport project.
Bhatia added that the technical evaluation of the pre-development works is simultaneously going on, and Cidco will be opening the financial bids for the same in the next 10 days. The pre-development work involves flattening of hills, diversion of the Ulwe river through a canal, and increasing the level of land from 0-2 metres to 5 metres above mean sea level. Cidco plans to start the pre-development work by March.
